    The Committee on Health and Human Resources moves to amend the bill, beginning on page one, by striking out the title of the bill in its entirety and inserting in lieu thereof a new title, to read as follows:

“A BILL to amend the Code of West Virginia, 1931, as amended, by adding thereto a new section, designated §30-5-1c; and to amend said code by adding thereto a new section, designated §60A-8-6a, all relating to requiring Schedule II, III and IV controlled substances prior to being dispensed or delivered to be labeled that the drug may be crushed or otherwise altered from its prescribed form if it is determined appropriate for the patient; providing penalties for noncompliance.”
